Is the Somali's Transitional Federal Unity Government a legitimate government?

But today's Somali's Transitional Federal Unity Government is far more to be the legitimate government because it doesn't fit the demand or the need of the public of Somalia and it’s not much surprises because, this government is composed of the very war-lords whose endless fighting from in 1990s brought the country to its current state and several puppet leaders who are not up to the task: -to name a few are the failures of this government. It’s reliance on foreign troops, inability to develop effective government institutions including professional police force and its massive scale of corruption. The president is secluded in the presidential palace protected by Ugandan Tanks, and frequently goes empty tours every corner of the World and surrounded himself fortune seekers rather than bring a system in which a government employees are hired according to their qualifications. The President now seems the weakest president in the world, there is no one step that he took forward from his election date and he is under the guidance of The Special Representative of the UN Secretary General Ahmedou Ould-Abdalla who jeopardized Djibouti peace process to favors with the Ethiopian demands.
The question now is what the right thing to do International community for Somalia and the answer can be summarized as follows.
-To make a significant bottom ground policy shift in the horn of Africa
-To stop Ethiopian the long strategic and rogue domination policy in the region
-To re exam the war on terror in the Horn of Africa because it contributes and supports sectarian local political projects.
-To stop sending any military equipment to hands of Somalis or the foreign troops
-An immediate time table of withdrawal of unwanted Ugandan troops or AMISOM who caused uncountable death and massive destructions In Mogadishu
-An immediate replacement of The Special Representative of the UN Secretary General Ahmedou Ould-Abdalla because he presented the Somalia’s situation the way that is not.
-To give neutral and clean diplomatic hand including financial needs and facilitations that the Somalis need.
This will be far from straightforward. But the historical lessons are clear, and this will open a unique opportunity to bring to the table the Somali’s various parts such as political leaders, Scholars, religious leaders, Elders, intellectuals, civil organizations to discus the core of their long conflict and recreation of their national institutions with their rich traditional way and Choices need to be made free of any outside pressure or foreign political interventions. The public of Somalia deserves a national governmental system and can choose wisely based on needs of all Somalis their own leaders who trustfully can represent them. On the other hand the Somalis must be awake and put aside their differences for the sake of our future and start a new era of engagement based on mutual interest and mutual respect to create a legitimate government before the Somali’s situations reach irreversible point.
